how do i work this out?its very confusing since my logic isnt so good.

24% is the same thing as 24/100, or 0.24 So your equation is
0.24x = 84.
Divide both sides by 0.24 and you're set.

so: x = 100% = 100 x 3.5 = 350

x=21*100/6
