If its a gateway, then the sound is its signature tune! Ha Ha!

On a more serious note, the problem is like a low-frequency hum caused by either your fan, or your power supply.

The more likely culprit is the fan; open your PC, and clean the fan thoroughly with a vacuum, brush and paper towel.

If the problem is not your fan, then turn on the power with your PC cover off, and just listen closely to the power supply to hear if the noise is originating from there. If it is, then you may want to change the power supply, but I really wouldn't worry about ti too much if the PS gives off noise.

Sometimes there are those stupid emoticon popups that make sounds like that. Can't say I have heard of the cow mooing but check your task bar and close any popups that might be hiding behind your web browser.

Do you use AOL Instant Messenger?

Sometimes IM will Moo when someone from your buddy list comes and goes. (you can change the setting, but why would you want to?)

I'm on 1 of those messenger things, and when I sign in it sounds like a door opening on my partners pc, and when I sign out, it sounds like a cat being kicked out of the door.
Maybe you have a messenger thingy aswell, or similar?

A cow hmm... I made a virus that was transforming you pc into a pig. It could be a similar virus.
