I'm not a tween. And I don't celebrate Halloween. But I was trying to think of costume ideas that are fun and not childish....and here are a few.
Pop diva- carry a microphone, wear basicly anything you can think of- bikini top with a skirt, a million rhinestones, blue lipstick- ANYTHING.
Witches seem to be a common choice for teens, I notice.
Psychic- this could be fun- carry a crystal ball, and wear long flowing skirts, psychedelic colors, and a scarf or kerchief on your head.
Here's one if you're looking for easy- traveling salesperson. Carry a briefcase or bag of 'samples', and dress nicely.
Young mother- carry a few dolls and wear a pillow under your shirt.

im not really a tween anymore, but hey, i still go trick or treating!!!! last halloween i was cat woman. I think that, devils, angels, princesses, cheerleaders, gypsies, and all that good stuff is a scream!! (ps, no im not like 55 and still celebrating halloween, im only 16!!) =3
