TRUE if you mean y=3(4)^x
because
y=a*b^x is the standard form to represent an exponential function
a is what you start with
b is what happens to it
and x is how many times it happened
so if b> 1 then what y0u started with is getting bigger
because when you multiply by a # bigger than 1 makes things bigger

since b =4 that means its growth rate is 400%

but if you mean y=3*4x
False
that's a linear relationship (a line) not exponential

false, that is a linear function. An exponential function must have e to some power.

False, because you have no variable exponents!

2^x is exponential
2^(x+1) is exponential
3*2^(x+1) is exponential
x^4 is not (the exponent is constant, not variable)

y = 3*4x is not, although y = 3*4^x is (if that's what you meant to type)
