Click to open, then find the file you want to restore, right click on it and select Restore.

If you mean that you have emptied your recylce bin, then you will need to do a system restore back to before you emptied it. If you haven't emptied it, then it should be in there just click on it and select restore.

in the recycle bin
just click restore all items
