Chances are you are infected with spyware. Typically they will cause strange behaviour on your computer, and will prevent programs from launching, applications will crash and you will have no end of trouble with your internet connection.

There is an article that describes step by step how to remove spyware using a free utility and automating the process at;

http://www.goitexpert.com/en/index.cfm/2007/1/16/Make-SpyBot-run-automatically

and also an article on how to "repair" Internet Explorer if it isn't working properly;

Please add details of symptoms...do you get an error message? Or do you click it and just get no response? Like, if the latter, then maybe your icon (shortcut) is pointing to the wrong (or a non-existent) program. Or if the former, then maybe one case is somehow, Internet Explorer's setting got miffed to "work offline" or something else...! But we answerers need your details to help!
