Its more efficient as far as energy expenditure and it makes balance easier.
The arms serve as a counterbalance while we walk and our weight shifts from one foot to the other. Without swinging the arms, it takes more muscle strength and thus energy to stay balanced.
Try walking sometime without swinging your arms but just let them hang - the motion of the body will start your arms swinging. It takes effort to prevent your arms from swinging.
There is no need to actively make your arms swing, they will do so on there own if you arms are truly relaxed.

It is our natural reaction when walking because it takes more of an effort not to sway the hands. This also promotes a more efficient stride placing more weight forward. Plus it seems as if our hands are busy with a task, whenever people communicate their hands are almost always performing some sort of task.

We don't have to swing our hands, but swinging hands is more efficient. When walking you are shifting from one leg to the other which in turn requires a shift of balance. Its easiest to adjust balance with your arms. Its harder and not so efficient to do it by twisting your hips or back.
