According to most anthropologists, yes. The "out of Africa" theory of human evolution and dispersion hypothesizes that all genetically modern humans of all races originally came in waves from the steppes of East Africa around 200,000 years ago and migrated up toward Europe, and east toward the near and middle east. Far East migration is still a bit debated, but there is no doubt that genetically all humans trace their original genetic roots back to Eastern Africa.

Whether that makes you African is a matter of personal interpretation.

Evidently, yes, to your first question. And some of us went back there. Dunno bout you, but my family have been living in Africa for about 350 years which makes me as much an African as any white person in America can claim to be American.
