Be certain you have the correct device driver.

With your computer and printer powered down, connect the printer.

With everything connected properly, first power up the printer then power up the computer.

The Operating system will boot and display a message stating that new hardware has been found.

The operating system usually asks for instructions on locating the proper device driver for the new hardware that has been found.

Select the option that allows you to install the software driver manually.

Install the driver and re-boot the system.

After a few installation messages the printer should be working properly.

You can't activate a piece of hardware; if you mean install then you simply have to insert the CD provided with the printer into the CD-Rom drive and follow the onscreen instructions.
