No. Not really.
You could use drugs (injected or inhaled), of course.
And you could beat the attacked such that they became unconscious.
However, the notion of making the person drowsy is not likely to work.
And "without actually touching them" implies that you're gassing the person. There is nothing you can do, otherwise, that doesn't involve touching the attacker.
Hypnotism will not work with attackers.
