It should tell you on the site, but i think its only free for change of address, change of name and a few other things, in your case you will probably have to pay.

No it will not be free the lost property number is only for you if you wish to recontact the police again about this or make a claim to an insurance company.If you have house insurance you can try them it may be covered
You dont get crime numbers for lost property but even if it was a crime you wouldnt get a free replacement

I you have been given a stolen crime number then maybe but if it is a lost number most likely you will be liable for the administration and printing therefore the full replacement price as, they would say it was your fault for being negligent.

Two choices here as I see it.
1. Call the agency that issued the card in the first place, and ask. The answer will be precise, and immediate.
2. Ask on Yahoo! Answer amongst a bunch of people who happen to have computers, but probably no idea, and wait for someone to reply
