I was told I have charges pending against me. What does this mean?? Does this mean that charges are coming they just do not know when or does it mean that they have not decided whether to charge me or not??

You've done something wrong...they got you. The prosecutor just has not formally filed the charges in court, yet.

They have up until the statute of limitations for whatever crime you've done to formally file.

You answered your own question. There are charges but no one knows when you will be or if you will be charged. My son had charges pending on him since 1986. Oh, they were dropped after all that time just last month. Littering of all things.

Above are correct. Normally the Prosecutor will decide from a long list of people who he wants to prosecute with unlimited taxpayer resources. He may cut cards or roll dice to choose. If, you get picked he will then charge you.
How this works?
He really not care if you innocent or guilty, remember he has unlimited taxpayer resources. But, if he get you to hire a lawyer (Normally a Golf buddy) then the Judge and Prosecutor get a cut from your fees, if, you are innocent. If, he can prove you guilty the Lawyer keeps his 100% and the Judge and Prosecutor take their cut from your Fines.
This is all behind closed doors and can not be actually proved, but, that how the ball rolls in the real world. History will teach us this, as this type of corruption has gone on for centuries.

That means that you have charges against you. A court date has not been set.

It means they intend on charging you with something but havent gotten the paperwork they need or they need more evidence againgst you one or the other. Either way they expect you to be charged soon.

It basically means that they might file charges against you, they might not. It depends on what you did.
