DAT files are data files, usually comma delimited, that contain data in ASCII format. These files are able to be open in a variety of programs including Microsoft Word and Microsoft Notepad
they are perfectly harmless and do not cause any problems with your computer
they are hard to delete as you have found however if you wish to delete them i would advise you do it in "safe mode" as they can be deleted in this mode
so theres nothing to worry about,my advice is to just leave them, you may do more harm trying to remove them
good luck mate

.dat files or db files are probably been used by a problem or whatever placed it in there but thats weird. If you didnt put it in there and now you have it in there, possible spyware? Go to safemode and try deleting this folder, if that doesnt work then you got something running on your computer that does not sound welcoming. Also find the file name and then type it into google and see what explanations you get that way you know if its a system file or its a malware.
