I have water in the carborator, but I dont know if I can turn on the car with out causing damage?

this depends on what you mean by water in the carburetor.

if water went down the carburetor:
turning the engine over can cause damage depending on how much. this can cause a hydrostatic lock. if this is what happened its easy to fix just remove all spark plugs and turn engine over a few times. This will blow the water out.

if there was a lot of water in the gas tank and got inside of the carburetor:
first clean out gas tank and replace fuel filter. take carburetor off and empty it.

if there was a small amount of water just add a can of heet to the gas tank. this will disperse the water.

If it's cold enough, it freezes and expands, ruining your carburetor. If not, you drain the water out. Some have a drain plug towards the bottom. from both sides if it's a 4 barrel. Then you fill it with gasoline since it won't run on water. Then you fix whatever problem allowed water to get there in the first place.

With water in the fuel the car would run terribly and eventually stall. Try adding some dry gas to the fuel and then clean out the carb and place a little new fuel in the carb itself before starting.

Car may start but will shut off immediately. Sometimes if will not start at all.
