Did I read this wrong? We sent money, because they did not have a banking system or a way to account where all of their OIL money went? Please tell me I'm wrong!!

You are not wrong my dear, the US did indeed send 360 tons of money totalling $12 Billion. Now they are not quite sure where all the money went to. "Viceroy" Paul Bremer claimed that the money went to pay the civil servants there who had not been paid prior to the invasion. This explanation does not quite explain where all the money went. There had been stories that money was stolen by corrupt officials, that we chose, by the car trunk load. what scares me is that this missing money might be what is being used to buy arms to kill our troops.

We sent money so their government wouldn't collapse. They had no money to pay to government employees. However, sending cash in bags - losing some on the way - what a mess!!!
Makes me want to pay income taxes even less (if it's possible to want to pay them less)...
