how do i configure for "cookies" and javascript?

trying to file a complaint with orlando bbb and this message comes up saying i need to configure for cookies and javascript - dont know what this means

In Internet Explorer go to Tools > Internet Options
Click on the Security tab

You can either:
Drag the slider down to "Medium-High" or "Medium"
- or -
Click the Custom Level button
Scroll down to Scripting (near the bottom)
Select Enable under Active Scripting
Hit OK

Next, go to Privacy
Drag the slider down to "Low"

Hit OK

Go back to your website.

Don't worry about lowering your security or privacy settings - those are only necessary for the extraordinarily paranoid or to protect people who aren't confident enough with computers to discern and avoid malicious web sites.
