No, FDR was trying hard to get us into WW2, but America was pacifist.

Even after Pearl Harbor, some presidents might have kept us out of the war, but not Frankie. The whole reason for Pearl Harbor was because of sanctions against Japan, and Japan knew we'd enter sooner or later, hence why it was called a "pre-emptive" strike.
