Kids like to cut, paste, and paint. Do you have any empty boxes around to decorate? Empty kleenix box, Quaker Oatmeal round box, etc. If you don't have decoupage, mix some water with Elmer's glue. Get images from junk mail, magazines that everyone has read, or scan the pictures onto your computer.

Although it's true baby sitters don't buy stuff to take care of kids, I consider it shows somehow respect for what you're doing, something I consider endearing and a very kind demonstration of interest in your job.
As someone else suggested, I would recommend puzzles, books, maybe encourage them to write a short play about any topic they are interested in (it's going to be cheap), then they can create their own costumes, the scenary, and practice for a while. Then, they can have a small spectacle for their parents and friends.
Other things, organize imagination trips using an Atlas book and their own imagination, brainstorming what they think they could find in different places around the world.

For a 9 year old boy you can make models, puzzles, craft kits, hobby kits, cards, boardgames, computar games, sports, playing outside and movies.
Older kids may resent having a babysitter because they think thay are old enough to look after themselves. Be understanding but firm.
I am a babysitter also, boys at that age will usually be shy, so ask him what he wants to do.

Typically, babysitters dont buy things for kids they are watching anyway so dont worry about that. I know that with kids that age I know, they pretty much entertain themselves. Maybe they will want to watch a movie or play a board game though.

My daughter is just now starting to babysit. She saves popsicle sticks to make picture frames, oatmeal containers and pie plates for music instruments and of course lots of coloring books and puzzles. Most boys love lego's but they can be pricey. I recommend seeing what toys he already has.

When I babysat I brought homemade playdough to keep them entertained. I actually made the salt dough recipe on the website listed in the sources and then they could dry their creations to keep (or give to mom and dad!). It's relatively cheap and encourages creativity!
