We are moving out of our house to reno. The landlord of the 4 plex we are moving into hasn't decided on utilities yet. There is only one meter so how do we know who pays what? He is rebuilding the 2 downstairs units so he has power tools going all day. How is the bill divided up fairly? Is this even legal?
