If your friend has found a house that she wants to buy - she should make an offer. The offer will either be accepted or rejected by the seller.

If there are others also making offers - the seller will most likely take the highest offer. Whether you offer the asking price, or more, or less, depends on the housing market in your area. If there are more buyers than sellers, and houses sell for the asking price or higher, she should NOT try to low-ball a bid.

The best way to bargain on a House is to find out the asking price. Then you take the asking price. if a house is going for$ 79000.00 and you want it for $70,000.00 tell them you will give them $68,900 for the house.
