Ah ha a common modern mistake - it used to but there has been a change to the law.
It used to mean that you could indeed go into any-ones house and shag his LIVESTOCK. But as now wives are no longer considered to be livestock (to fit in to modern thought) the law was changed in the early 90's.
You may however still shag his maid or manservant.

Each city will have it's own covenents which govern 'key holders'. I don't know of a city that includes the clause you mention.

I do know that Bob Geldof is allowed to graze his sheep on St. James' Park after being given the freedom of the city of Newcastle.
