For cars I always use Avis and have done for years. If I want something special they have a department that specialises in Exotic cars like Ferrari's and Bentley's.
For commercial vehicles I use Ryder with world wide offices they always supply what I need.

It completely depend on the type of car you need, where you are looking to rent the car and what's important to you.
The major car rental companies such as; Hertz, Avis, Alamo, Europcar, Dollar will all tend to have fleets of car which are under 6 months old and with less then 12,000 miles. They will also have the best locations in airport and city centre. Therefore they will offer the most reliable vehicles and most convenient locations. Who is best will vary by country.
You will pay for the privilege though. However if you book through a reputable broker you can usually get a better price and be guaranteed a car from one of these suppliers

The best rental company:

It depends on your needs:

If you are paying for this yourself and want a cheap car see if there is a Rent-A-Wreck in your area.

If you were in a car accident check with your insurance provider they may have a company that offers preffered rates, check with them.

If you need a rental and just want a nice new car try Hertz.
