if this is possible could i then use my tv as a monitor

there isn't any way to get the video signal from your psp to your TV without major modifications to your psp. Even if you're interested in doing the modifications, I wouldn't recommend it. Here's why:
If you're able to access the Internet with your psp, then that means you have access to a wifi hotspot. For most people, that hotspot is their own home wireless network. Which usually means that you have a computer in the house. Your PC has a stronger faster more reliable connection than the psp's wireless connection, so you'll get a better web experience on your PC.
Another reason I wouldn't recommend having this modification done is it will most likely render your psp stationary, as such a modification Will undoubtedly require more power.
Lastly, even if you're able to have this modification done, the image on your TV will look horrible. The resolution settings on a psp look good because they're being displayed on such a small screen. Stretching this image onto a TV screen will result in a blurry, blocky, pixellated image.

I got a psp for my Daughter at Xmas and spent ages getting it to work on the net, First you need a wireless modem or router which you have the security details of, then you connect to the modem via network settings.
It is complicated but I have link for you which might be some help. I don't know about the TV side of it though.

You need to have access to a wireless internet connection to surf the net with it. You won't be able to use your TV as the monitor for it.
