A storm watch means that conditions are ripe for a storm, so you should be prepared for it.

A storm warning means that the storm is here or will be very soon--storm warnings are always for real--not predictions.

In the summer you may hear Severe Thunderstorm Warning and Tornado watch. This means servere thunderstorms are here, and we may see tornados with this storm, but haven't seen tornados yet.

A Storm Warning is just a short way of saying, get ready, the storm is headed your way within 24-36 hours

A Storm Watch means the storm may (possiblity) hit within 36 hours

This is a good question. A watch is based on a forecast for either thunderstorms, floods, or tornadoes. When an occurance of a storm is observed a warning is issued, but not before.
