My husband is an attractive excutive, starting a new job. His secretary, who is about the same age bought him chocolates and seems to be making excuses to talk to him. I asked her not to bother him on an issue and she made a point of seeing him anyway. Is she bored or trying to move-in?

Definately moving in.
Why else would a woman give her boss chocolates? And you mentioned other token gifts. I'm guessing this isn't the first gift.
First off he shouldn't be accepting her gifts. He should politely refuse them and remind her that his wife makes great chocolates. Or somehow bring you into that inappropriate moment.
He also needs to be careful. Many an excutive has lost their job due to this type of indiscretion. It's not tolerated. At my hubby's company a CEO just got in a heap of trouble for cheating on his wife - lost his job. They just didn't want that negative PR.
Next time, put her in her place. I don't mean tell her off. Your better than that. You need to remind her she's only the piddly secretary. Just very snidely and politely (the more polite the better) remind her of her place. The clencher is to act like you don't even know the insuation your making...

Slip a laxative in her coffee! Tell him it bothers you. There are female "sharks" like this out there all over the place. Yeah, she's definitely flirting and taking advantage of the fact that she has access to him during the day without you around. Bimbos with no self-esteem do this because they think they are doing these men a favor. They assume that all wives let themselves go after marriage and their husband's are looking for something a little more fun and hot. Go in there one day looking all smokin' hot to surprise him for lunch or something. There's nothing like that to take the wind out of a bimbo's sails and destroy her motivation. Men don't see this, though. Where my husband used to work, there was this little thing that hit on him all the time, and I think he was starting to take an interest (we were having many marital problems then, not that that's an excuse). I ran into the little girl out one night and I read her her rights. She said, "your his wife? Wow, you're pretty. I mean, you're like really really pretty." I said, "what do you expect?" She said, "I don't know, he's just, you know, like, a farmer or something." I told him about my conversation with her the next day. Problem solved.

She is trying to move in, tell your husband that it really sweet of her but he needs to start refusing these little tokens or let her know that he will be sharing with his wife. But don't get caught up at his job, especially with him just starting a new job. If your husband is smart and I believe that he is he will be able to handle the situation him self, just continue to be the supportive wife and do your part to make him feel like a man.

She has a crush on him, what you need to do is sit your husband down and talk about it. He has also been straight up and honest with you about it so trust him. But ask him if he really loves you could he please tell her that he is happily married and enjoys you very much. Tell him to tell her he is flattered by her good intentions but that this is not going to go anywhere. Encourage him to tell her in a nice way all the neat things he enjoys about you and this should discourage her from her pre concieved intentions. He will have to do this, to make things really clear.
