I am looking to create a website, so, its basically a free advertising space for small businesses, i want to have lots of logos, and when someone mouses over the logo, a box would appear, like hovering over, telling them about the company (the name of the company, the type of company i.e resteraunt ,mechanics, any contact details, and if the had a website), im not too sure how i would create this affect.

You are talking about javascript I think - why not search javascript and go through all the different options you may have to include the javascript into your html webpage.

Of course a real techi would know of other computer languages that could work to achieve the same affect.

This sort of website has been done before-ish (http://www.milliondollarhomepage.com/) but if you can target it towards the right sort of companies and also visitors, then it will make it a valuble website.
If you're building it without too much technical know-how, you can start off with just simple HTML tables (presumably) where each table 'cell' holds a logo. Then for the 'hover' part... google 'hover tooltip' or something like that. An example is http://www.dyn-web.com/dhtml/tooltips/hover-tip.html - which will allow you to include more information about image/link.
If you're going to expand the project, then the next step would be to move onto a a database-drive website - where all the company data - such as name, type, contact details etc. is all stored in adatabase. At that point, you would need to write (or find) scripts that help you store and retrieve this data.
