Yes, there is no set time for ovulation. The majority of women ovulate about 14 days after their menstrual period. But, there are some women who can ovulate at any time. There have been cases of women becoming pregnant while having her period.
There is no "safe" time to have sex without some form of birth control.
Besides that, it is not safe anymore to have sex without protecting yourself from, not just pregnancy, but the multitude of sexually transmitted diseases.

I have read studies that some women ovulate more than once a month, so it is possible...though not common, to ovulate while menustrating.

i have a three week old son as proof. yes you can. its highly uncommon though.
