this is an answer that you may have to do some research on in person, not on the internet. And like everything else, it depends on the blower. I would assume a woman good at this act would be better than a man that's not good at it. Personally I think a man would be better because we know how they work, a woman is usually afraid of hurting it or breaking it unless they have been around a lot of them. Well, guys of course instinctively know what generally feels better, but girls are more intuitive and observant.
I suspect that guys may have a built in head start (excuse the pun) but given time, girls may become better at it.

Guys are better with being careful with the balls! They usually have bigger mouths, and larger tongues which come in handy as well, and really know when you are nearing orgasm better than a girl does.
