I'm not 100% sure of your question, but you can use many methods to make "frames" in webpages.

First there is the definitive & classic frame (information on HTML code needed here:http://www.htmlgoodies.com/tutorials/frames/article.php/3479251)

Then you have the iFrame which allows you to include a frame that can be fully surrounded by your webpage (information on HTML code needed here: http://www.htmlgoodies.com/tutorials/frames/article.php/3479271)

Finally there is the DIV frame that can be updated via Ajax, though I would imagine that is most likely beyond your coding capability.

As far as embedding video in your pages, here are a few tools/tutorials on how to do that:
