I've asked this before and appreciate the answers. However I don't want to calibrate the hours on the dial itself. I want to know if its possible that by adjusting the angle of both the gnomon and the horizontal dial itself to a given latitude, it would be possible to tell the approximate time of that latitude while being on a different latitide. Appreciate any feedback.

You can adjust for a different time zone, but time zones are based on longitude not latitude

If you want to know the time at a place two time zones to the east and your time is 1PM adjust the dial to read 3PM
From then on it will show the time of the other place
