What are some things a couple can do at home on a rainy day?

Well, there's the most obvious...make love.
there are plenty of other romantic things to do though...My personal favorite is to watch movies (We take turns...I'll pick a movie that I want to see, and then he'll do the same) on the couch, and rub each other's feet. It's a way to reconnect and unwind after a long week of bustin' butt @ work.
On lazy days, I hate to cook...but I love to cook for my husband, so I'll put the extra effort (not really, but when all I wanna do is laze about, it's extra effort to just do the day-to-day) and cook one of his favorites. Then, after dinner, I'll usually do the dishes in the nude...no explination as to why needed.
Play a board game, that's always fun.
Another one we've done (and as cheesy as it sounds, it is sooooo much fun!!!) is build a "fort" in the living room. Like we did when we were kids, ya know...pull the kitchen chairs, and use all the bedsheets to make your fort. It causes you to connect on a very deep level, because part of both of you dives back into your childhood, so it's a really special time for you ("you" meaning the both of you in your adult lives)
or you could make a warm drink like coffee, or hot chocolate and just sit with a cozy blanket and enjoy mother nature washing "the world" away...you'll get lost in conversation and talk about things you've never even thought of.
Just let your imagination soar, you'll find plenty of ideas.

If you're truly talking romantic and no more physically intimate (not that there's an exclusive difference - one can certainly lead to the other), then there are two basic routes.

(a) Sensual activities
(b) Classically romantic activities

Note that some activities may be both (like slow dancing).

Sensual suggestions
Heighten one another's sense through games and activities which promote texture and feeling regarding touch, smell and taste. This ranges from taking a bath with scented salts/body wash to putting together food items and blindfolding a partner to sample and guess the food sight unseen (you focus on savoring and identifying flavor and texture). This might include using (edible?) body paint (or finger paints, used on paper instead - cheaper and more accessible). It might include music and dance, which brings us to ...

Romantic suggestions
This is much more about tender and sentimental ideology. Men often ask what women mean by 'romantic,' and frankly that can depend on what appeals to a woman in particular because it's sooooo much about what appeals to her as a sentimental gesture. For some women, it's a sense of being placed on a pedestal -- all the old-fashioned and gentlemanly treatments of holding open a door or pulling out a woman's chair and helping her get comfortable before sitting down; those are actions which may say "I take notice of you and the special ways you, to me, are so attractive as a partner." For other women, it's more about the attention being on their interests - like deliberately devoting a night to talking about their hobbies and pursuits and what they enjoy; it's an emotional pampering, in that sense - a luxury. For some women, it's using the imagination to frame some of these things; for example, if not going out to eat, then having a surprise cooked for them in the form of something comforting or decadent (chocolate covered strawberries, for example), or an arrangement of absolutely delicious surprises like setting up the whole evening focused on 'escape' via pleasant discussion, foot rubs, and a movie they like.

Note, here, that the biggest gestures relate to thought and compassion (or perhaps empathy): partners (male and female) like anything better if it truly reflects their style. If you want to romance someone, it bodes well to choose things *they* like (not compromise items you have both agreed upon), whether in the form of a movie, music, dance, conversation topic, or other tactile activity. If you both want a cozy romantic evening, then a shift to predetermined 'common ground' is fine.

Breakfast in bed. Read a romance book aloud together...one person starts...does 2pages..the other person picks up and reads 2pages. Create a poem together. One person starts a verse... ..and the other person does the next verse,,...and so on.

Face painting w/pictures. Go to a craft store. Buy some non-toxic paint for kids. 2 Paint brushes. You can paint each others face...take a picture. You can continue to paint..but that is on you.

Massage and spa at home. Go to the health food store together...ask for assistance for the most aromatic and relaxing products that you can use ..to do an at home spa type treatment..and oils for a massage. While your there..pick up some red seedless grapes or strawberries...some cheese and light crackers. On the way home...a bottle of wine (sparkling or red)...a bouquet of flowers..to decorate your spa. and some cheap...fresh white flat sheets to lay out. Get creative. for your getaway at home.

Grill a dinner (kabobs.shrimp, steak, etc..no dishes, see!)...rent a movie. When you have a moment alone. Construct a few things just to remind your partner..of something special they posses..that you just love..w/a reminder..this is just one of many things that makes you absolutely head over heels for them. (like the way they always go the extra effort to open the door or move aside for the elderly...they always make sure that you have everything before you leave...they always make it a point to say "I love you"...they gave you thier favorite pillow that one time when you were sick....you get the point. Well aside from staying in bed, with an opened window listening to the sweet sound of the rain falling down, cuddling in bed, talking about anything, is nice. OR perhaps play a board game, cook together, watch a romantic movie cuddled up, just be lazy together. :)

Both of you take a nice hot bubble bath with candles and wine, and wash eachother.Then dry off and give massages, and then snuggel.
For dinner or lunch order in.

If you have a fireplace, build a fire. be scantily clad and have a wine, cheese and fruit party for two. The wine choice could be a gentle Chardonnay, a smooth Merlot, or a White Zinfandel.
