When we "feel" heat, is it becuz electromagnetic radiation is exciting water molecules in our bodies?

Well, technically yes, given that we are mostly made of water; and that all radiated heat is electromagnetic radiation; but if I try to understand the core of your question, perhaps you imply that it may have something to do with a process similar to microwaves, which heat mostly water molecules because their frequency is tuned to be the one that excites water molecule the most?
In the case of heat, it is infrared radiation, and it is a frequency that can be absorbed by almost any molecule. So it will heat water AND anything else that is not a nearly perfect mirror. You can perhaps understand it better when you turn it around, and notice that your body emits heat, in the infrared area. If you touch something, say you put a small cube of ice in your hand, your body heat will make it melt; there you are warming the ice through convection, conduction and radiation, and the heat in you is only manifested in the form of vibration in the molecules, but surely you are not emitting a measurable amount of microwaves (you do emit microwaves, as any "black body" does, but this is not the peak of production, far from it).

Actually all the elements and molecules are vibrating at a pace that the Brain recognizes it as heat. electromagnetic radiation can cause this excitement but its not the only one.

we sense heat because sensory neurones in all parts of our bodies link to the central nervous system and tell our brain, indicating a reflexive response
