its obviously on a different circuit to the one you have turned off and if i was you i would find out from either your builder or the local authorities exactly where it is wired in as you may need to isolate that one day, for safety reasons

Well it is very obvious that the electricity is not off. If it shuts off after a while then it has a battery back up. if it does not I would turn off the main power to your house and see if it goes off. It could have been wired to the wrong breaker.

It either has a battery powered back up or it has a solar-powered back up or it's hardwired to constant on. Turn off your main circuit breaker. If the light goes out, then you know it's hard-wired. If it stays on, then you know you have a solar or battery powered back up.

Are you sure that switch controls the light?
The switch could have gone bad.
