In the city of chesapeake workers are not allowed to do anything before 8 am. they come at 6:50 7 am to drop off things and work. Who should I call, When calling the city?

noise ordinance, call the police.
I work in construction, the neighborhood I'm working in has a 7:30 start time, and we observe it out of courtesy as we'll be here for a while.
sometimes they just get going as they want to get the work done, if they don't get complaints, and official visits, they will continue to do this, as .. 'if no one complains, it must be ok'

personally i think 8:00 is way too late for a starting time. 7:00 would be fine. its easy for the council , sitting in their air-conditioned offices to pick a time but theyre not out there bustin their buns in the heat of the afternoon. we like to get our work done when its cooler so the more work we get done in the cooler mornings the less we have to do in the heat of the afternoon. get up and enjoy the mornings...
