They are entitled to take your car & goods if you don't pay.I doubt that they would accept £20 per month. It's a shame you didn't pay the fine when you first received it,it would probably only have been £30 back then.

There are lots of things that can be done, but you must do them as soon as possible. This has already gone on too long.
First, contact your local citizens advice bureau.(The number is in the phone book) If it is a local council parking fine then also get in touch with your local councillor (ring the switchboard of your local council to find out who it is).

They have to consider your payment offer and have an obligation to be reasonable and not harrass you.
Phone the company/department again and try to reason with them some more. Make it clear that you cannot afford either the full amount or the amount they want to take. You may have to give them full details of what you (or your friend) earns and what they spend to prove that you can't afford any more.

Take a look at the following websites:

http://www.clsdirect.org.uk/legalhelp/tele_message01.jsp?lang=en
http://www.citizensadvice.org.uk/index/campaigns/current_campaigns/bailiffs_on_spot.htm

They are all free sources of advice and should be able to advise you further.
The following is some advice about bailiffs. For gods sake dont use the companies though - they will charge you money which is not useful when you are trying to sort debts out:

Hopefully this has given you some places to start.
Good luck!

You need to contact a Citizens Advice Bureau or a Debt Counselling Service if your local authority has one.

It depend. You say that you just found out,if you moved address or have proper reason you might have a leg to stand on.

Otherwise you have to pay up,you must have had reminders and you should have responded to them, even if only to defer payment if not query the bill.

Get legal advice - you could get the judgement put aside if you can show you didn't get the papers. In fact they have to show you got them which they won't be able to.
