It's from "The Muppet Movie" soundtrack that came out around 1978 or 79. Whoever did the voice for Kermit the Frog in the movie was the first to record it (Kermit sang it in the movie).

All I know is that there are some serious weird vibes and undertones in that song. Something eerie about it. The first I heard it from was the Muppets, but I'm not sure.
It does remind me of drugs though.
