Yes it can. What you do is see if there is a button behind the clutch and manually press it and then try to start the engine.

On an automatic you have a neutral safety switch which runs at $67 at Auto Zone http://www.autozone.com/servlet/UiBroker/?UseCase=C001&UserAction=answerRequiredQuestion&Parameters=%7C%7EWith+automatic+transmission&PageSync=6

On the clutch pedal switch, you can get the wires and hot wire them. Then your vehicle should start up.

What you do is get the Haynes Repair Manual for your Year and model of vehicle at Auto Zone, or another automotive repair shop. The manual will show you what and how to do the repairs.

Yes there is a safety switch that will keep it from starting. You should be able to find it under the dash and remove it if it is not functioning. ONLY do this if you are the only one who drives your car and you don't park it in gear, Or you will drive in to something. Hope this helps
