Because the report couldn't confirm the exact number, but could confirm that 7 people died. They know that at least 7 died, and know more died than that, but can't publish an exact number. So, they publish the minimum confirmed number, and will publish the final count later.

Hmm that's a vague type of answer isn't is? It probably means that there are more wounded and a real number isn't readily available. Maybe they are saying there are 7 confirmed dead and the number is expected to rise. I don't know, but I like the way you worded that question.

Probably because the destruction and the body parts strew all over makes it difficult to get an accurate count.

Because there are 7 bodies but it's believed that more were killed... they just don't know how MANY more.
