Please spend your time more constructively than trying to teach a cat to talk - it'll drive you crazy and only annoy the cat.
Whatever number of hours you are planning on devoting to teaching Kitty to talk - don't! Go to a animal shelter and help out there!
Then it's a win-win.

It's hard to teach a cat anything...but theoretically....
When you know your cat is about to meow, like when he goes to the door or when you open his can of food, be ready with a treat. Say "Speak" (or whatever command you want to use) just as he begins to meow and then reward him with the treat (and a praise of good kitty! and a pat on the head) when he meows. Do this consistently, several times a day for a while. It may take a few weeks! Like I said, cats are hard to train!
After you two get the hang of that, try commanding him to "speak" at some other time when you're NOT getting his food ready. Be sure to have a treat ready! If he doesn't obey, show him the treat and command him again. If he still doesn't, then he's not ready and you'll have to go a while longer. If he DOES obey the command, then give him the treat and keep in practice by giving the command at random times. Sometimes with a treat, but sometimes without, but always with praise!
If you're looking for him to make a particular type of meow to sound like talking...after you get him to where he'll "speak" on command without a treat, wait for him to make the certain sound you're looking for. Reward him with a treat for that sound only.
Really though, getting him to speak on command will be hard enough. I think the ones that you see that sound like they're "talking" are just using their normal sounds and those cats are abnormal in the way they vocalize.

I once had a talking cat.
I went to work one morning, and halfway down the road i realised i had left my house keys on the dining table. I went back home and looked through the letter box saw the cat sitting on the stairs. I said to him, 'oy cat, open the door', the cat replied 'Me Ow? :-)

Surely the beauty of cats is that they can't talk!!! Ever. I am sure they are physically unable to 'speak' although they obviously can make annoying sounds.
I would not believe all you see on youtube.

well my cat don't talk ,but when I talk to him he sometimes answers back, like I;LL say are you hungry ,or you want to go out and he gives a me MEOW ! back,TO ME THAT'S A YES, so I'D SAY ASK QUESTIONS LIKE THAT TO HIM. now IT he starts really talking like and says it plainly' I want food now! ,it would probably scare me ha,ha, MY GRANDMOTHER once told me she new a woman that had a dog and it sounded like it would say momma. GOOD LUCK.
