Any batteries.
Take a small AA cell Energizer
V=1.5 v
I = 200 mA
P=VI=.300 mW
So it can easily ignite a match provided the battery was connected to a heating element, however it has barely enough power to set a thick match on fire.

Conventional batteries hardly induce enough current to start fires. You would have to get into some high output cells like NiMH or NiCAD, maybe even Lithium Polymer.

The circuit would be simple, just shorting positive to negative on a load that will resonate heat(coil of wire).

A neat trick I did as a kid was applying steel wool to a 9V battery. The steel wool instantly flames up due to the tiny strands of conductive iron. Drains the 9V fast though.
