Finally I have submitted today but I have been asked to stay on as they are willing to let me go to work later, if not, they will compensate me for the travel allowance. The problem is I have decided to go but I am not tactful in rejecting. Can anyone teach me? The best is in writing cos I don't want to face them and break down again!!!!

I appreciate your counter offer and I feel that this is a good company to work for, but at this time I need to decline your offer.
I feel that I need to do this for personal experience and to be able to grow with more diversity.

If you're going to do it in writing, I recommend something like:

Thank you for the kind opportunity to stay on with ____. At this time I feel it is in my best interest to accept the employment offer ____ has made to me. I have enjoyed working here at ____ and will value everything I have learned.

This way you are very simply stating that you're not biting and you're leaving them with a warm fuzzy in case you ever have to come back. Unless you slip the note under the door and run out you'll probably have to face someone at some point, though. Just politely stick to your guns. Thank them and say you've got to do what you think is best for you.

If you want to say no, then you have to say no.

Is the counter-offer in writing? If so, then you should respond in writing.

If not, you should still respond in writing.

The big question is whether you provide them with the written response in person or just mail it to them. Since you feel connected enough to them that leaving makes you cry, I think you should go in person. It will be hard, but it will give you closure and help you feel like you did them right.

In the same delemma here. If I were to write a letter, it would go something like this: Dear.... While I sincerely appreciate your generous offer that would allow me to stay in my current position, I must decline the offer at this time due to (you can fill in your reason here, if you don't want to state why you are declining do the following) personal reasons. I am hopeful you will support my decision in this matter. Sincerely, (your name)

Just use the tried and true reason. After talking it over with my family, I have decided to pursue other challenges.
