Break the vicious circle
Over Population --->Poverty--->Lack of Education--->Limited resources--->Unscientific thinking---->More child birth--->Over Population.
Break it somewhere. Easiest is to give education, Then comes Birth control. But it may either take years if allowed to get solved in a natural sluggish Indian Way or the change maycome about suddenly if some sort of a national shock or calamity is experienced
