Go to "Display Properties"
Choose "Settings"
Choose "Advanced"

Many ATI product drivers will have an additional tab on this page that allows you to make color & brightness modifications via the video card ... independant of monitor settings.
(hope this is the case with yours)

The other option is to look behind the monitor for manual color & brightness controls. These are usually in the form of adjustable screwtops in tiny holes near the bottom of the back cover.
In some cases it may be necessary to remove the monitor casing to access them.
Unless you are comfortable with that I would take it to a technician for adjustment.

*** BE CAUTIOUS*** ... even with the power off there is enough current stored in a monitor's main capacitor to seriously harm or even kill somene !

Try updating the drivers for your Radeon, if that doesn't do it, your monitor or video card could be on their last legs.
