This is a very good question,Wish had a good answer,I do know G.W. said we would use their oil money to do this,I like you wonder what happen,And where does the oil money go?sorry to answer you with a question.I'm not sure any of us can answer this question with facts.

It would indeed be nice if we could use money from Iraqi oil production, and in fact Paul Wolfowitz, who was the Deputy Secretary of Defense at the beginning of the war, assured the world that the war would pay for itself through Iraqi oil money.

Unfortunately, like most of the rosy claims made by Wolfowitz and his NeoCon brethren, that didn't happen. Iraqi oil production, which was far under capacity even before the war, has been hugely disrupted by the war and has not yet even been brought up to the paltry pre-war production level.

Since the oil money is not available, it stands to reason that the US, and to a lesser extent Britain, should use their money, since they are the ones who caused most of the destruction. The US spent billions helping to rebuild Germany and Japan, among others, after World War II, and those two countries were the agressors. In the case of Iraq, it was the US, primarily, who was the agressor, so the least the US can do is help clean up the mess they made.

That is a great question, and I have been wondering that myself. But I think I heard it described as, "since we broke it we have to fix it." I totally disagree, since I have always believed that all of that money didn't go to rebuild anything.
