Both are great careers. You should apply for school and take your general classes. They can help you make a decision on what you are more interested in. You can also look into being a pet detective- combines caring with pets, and you can carry a gun too. Or work in the canine unit of a police department- you can work with pets and help people.

For Veterinary science I'd recommend that you look at Colorado State University. CSU is one of the top vet schools in the country. Their animal hospital is shown on Animal Planet (I don't watch much Animal Planet, but I've stumbled across it) from time to time. I grew up in Fort Collins and took my pets there.
For the FBI, the first thing I do is try to apply on their web site. They have a test you have to pass in order to be considered for employment. If you have anything "bad" on your personal record you can cross the FBI off your list. You've got to have a squeaky clean past for the FBI or CIA. I assume the education path is criminal justice, possibly via being a police officer first? Ultimately you need to get into their recruitment process.
Outside of that, assuming your still in high school, work with your counselor to find the appropriate schools. Talk to the guidance councilors at some of the target schools. If you can find a school that offers both criminal justice and veterinary sciences then you can take coursework in both areas. Sooner or later one will become the obvious choice. You might also see if you can a job as a summer rent-a-cop, just to see if you like that.

Absolutely, positively, go for the vet degree. There is great demand in the career field and the opportunities to help people are numerous (animals in many cases are the only friends/family that some people have).
FBI agents, on the other hand, do help people. But much of the time they are following leads that go nowhere and actually cause trouble for innocent people (how many bomb toting terrorists are there, really?). If you really want to help the most people, go vet.

Well its hard for any one person to give you advice, because you need to be happy with the career you choose. In most cases you are going to be in this career for the rest of your life. If you want to help people you can do that in many ways besides going into the FBI. If I were you, my love for animals would be strong and I would go into the vet program. If you still want to help people you can donate time to hospitals or schools. You can also become an EMT and volunteer in your community. This would fill your want to help people and then you would still get to work with animals in your career. Like I said though, make a decision based on what you want... because you need to be happy with the choice you make.

The FBI definitely.
The vets thing, well, most animals suffer because of lack of funds. If you get a good job at the FBI, you can donate money to animal welfare.
You can also volunteer to do some basic welfare without training, most of what needs to be done can be learned on the job as an assistant in an animal welfare organization.
Also, in the FBI, you can investigate animal cruelty and have the power to stop some of it.
Vets are good, but in many areas there are enough of them.

An FBI career is a minimum four year degree (B.S. or B.A.). You would have a much better chance of getting in if you can read, write, and speak a couple of foreign languages especially Arabic. It is very competitive to get into so you would need to be in the top of your class wherever you attend. A vet needs to get their four year degree and then a doctorate in veterinary medicine (another four years, approximately). Both require a major commitment on your part.

Get accepted into college first and concentrate on your basic courses. You can't go to college and definitely become an FBI agent. You'd need additional Basic Law Enforcement training and other training, and still no guarantee. You may qualify for local law enforcement, but no guarantee for a federal position.
For veterinary school, you'll need to be very adept in math and science. You'd need at least 4 years of college but not sure of how many in medical training. The college website will tell you their requirements.
