Visit others blog and leave a comment or a message. In return they visit your blog and leave a comment right back atcha. Visit mine and I'll visit yours!
In your Yahoo/answers profile, check the box beside "link my 360 page" so answerers and askers can visit you page.

Visit other people's blog. Leave a witty message and state your blog address as well. Some message boards allow you to link your address to your name so it doesn't look so much like an "in your face" advertisement.
If you make friends, link them to your blog and ask politely to be linked too. Of course, you must have interesting and updated content.
If you join Technorati, you can also scan who has linked your blog to theirs. You'll also receive a global ranking for your blog, based on how many people have linked you.
