It is a complex question ... i had the fear of the stage and so do most actors.
i think one should know the material
be prepared, build up his confidence by doing dry runs
watch and learn from good natural speakers.
This has helped me sometime " think your audience is not very smart, that you are the smartest"
dont be deterred by questions.... you can always say that is a good question ..let me get back to you
In the end ... breathing control, voice, delivery and most of all practice

First of all talk privetely in a room. Then repeat the same passage you want to speak in front of your close relative or friend asking the person to CRITICISE all mistakes you commit while delivering your dialogue or doing your performance. This will preempt you to expect criticism and hence you will perform better every next time you reherse your proposed action or lecture. Before doing all these things, write short notes of what you are going to deliver. By seeing the short notes, you develop the full text by recording it in a tape recorder and then listen to it as a third party. You will be surprised not only to note that you are able to predict the next line of the message you yourself recorded some minutes earlier, but you will be able to improve upon your own ideas and that too the ideas will come cogently and your memory also will not fail you in prompting the points one after the other. After two or three attempts in the above fashion, you will be able to talk on anything extempore and even if you do not have any points to talk immediately you will be in a position to beautifully convey to the audience in a most convincing way that at some other point of time you will give your opinion on the subject.

Whenever you are on the stage, take a deep breathe and look at the people in front of you, then start saying what you have to say!
