What makes you think so? The first movie comes to my mind when I think of ghosts, is the movie "Ghost" itself, starring Patrick Swayze.
Nice question anyway.
Probably because women are mystical :)

Female in the real life are scary already. So, the movie director doesn't have to explain again why they choose woman as the ghost, because it's obvious. :-)
Grudge ghost is a male.

Mostly --- not always.
That's because the director is --- mostly --- a strong male character and in that case he is AFRAID of his own mother or step-mother (or the older sister ?). And in his wildest dreams he sees her as a huge ghost... So he takes her to make her frightening other men and to ban her... revenge !?
Or a kind of "exorcism"???
Aaron.

Maybe men are just scared that women will continue to nag them after the woman dies. So if they come back as a ghost it will never end.

Not always. I do reference "Ghost" and "The Ghost and Mrs. Muir."
Still, I think it may be due to the high levels of emotionality that women are not afraid to express
