Trampolines and tumbling nets have been used in circuses since the 18th century. The sport of trampoline became popular in the United States in the 1930s as a form of gymnastics. It involves performing somersaults, twists, and other complicated stunts on the trampoline. Trampoline was first contested as an Olympic sport at the Games in Sydney, Australia, in year 2000.

I'd say it's one of two things.
Most likely, it's a trampoline laid over a huge inflatable tube. They often float them on lakes (pools are usually too small), and kids can climb up and jump on them.

The other thing that it could be, though I can't find any links to support it, is this thing that looks like a trampoline, with a bouncy mesh top, but they put it under the water in the pool to make the water shallower. I remember this from my swim lessons when I was really little (in the early 80s, ugh), but I can't find anything about it online... maybe they stopped making them.
