There are two major legal search services, westlaw, www.westlaw.com and lexis www.lexis.com To use these services you either have to subscribe or pay on an a la carte basis. It can get pricy. You may want to try the free search engine that Cornell university has http://www.law.cornell.edu Good luck.
BTW, Westlake is a city in the north west end of the San Fernando valley just outside of LA City and in LA County.

Do you mean WestLaw? It is used to research statutes, treatises, and caselaw.
